Revealing things too early, via Congressional hearings, would have resulted in lower level people being exposed and possibly indicted/convicted, but the upper echelons wouldn’t have been implicated. Time was needed for DOJ to build a more complete case that would expose things from top to bottom. This involved getting some of the lower level players to co-operate and turn on the those higher in the chain of command.

Until solid evidence could be gathered that Flynn was not just an isolated incident but rather part of a larger conspiracy to remove a sitting president - going all the way up to Obama and beyond- the left would spin any exposure of lower level FBI misconduct as nothing more than unintended mistakes at most. It simply requires time to build a conspiracy case over something this big. Waiting till the whole case is built just makes more sense. Exposing only part of the story early on wouldn’t have bought much. The MSM would have continued to spin, and the Dems in Congress would have continued to obstruct.
