As I understand it, a vaccine stimulates the production of antibodies and thereby provides immunity.

What the article talks about would not be a vaccine per se. It would not stimulate production of antibodies. It would simply be an infusion of antibodies manufactured in a lab.

Would this need to be regularly administered?

It would be administered to stop ongoing infections. The article does not say how long the antibodies persist at effective levels.
