Hydroxychloroquine: The Drug Costa Rica Uses Successfully To Fight Covid-19

Used in the world for decades in the treatment of malaria, a month ago, the Caja Costarricense de Seguro Social (CCSS) decided to apply hydroxychloroquine to patients infected with the new coronavirus until a vaccine is available.

Thi immunosuppressanta drug is produced in Costa Rica.

The medical director of the Caja, Mario Ruiz, as the director of Pharmacoepidemiology, Marjorie Obando Elizondo, the director of the Children’s Hospital, Olga Arguedas and the minister of Health, Daniel Salas, confirmed the use of the drug and the success in mitigating and containing the progression of the virus and also in reducing the number of patients who must be hospitalized in intensive care units.

“In Costa Rica we have been applying hydroxychloroquine since we had a meeting by teleconference with personnel in China who attended the emergency in the cities of Shanghai and Wuhan,” explained Ruiz.

That videoconference, offered by the Chinese Embassy in Costa Rica, ​​took place on the night of March 18. It included, among others, the director-general and the director of epidemiology of the Chinese Center for Disease Control and Prevention (briefly as China CDC).

“We decided to ask for help from those who have gone through this. The experts from Shanghai and Wuhan gave us recommendations for patient management. We were told that it is key that a mild or moderate patient does not become severe. They explained that they used hydroxychloroquine for this, but never azithromycin (an antibiotic for respiratory infections) due to the associated cardiac complications,” Ruiz said.

In the group of 88 patients recovered up to Friday, April 17, the use of this drug has allowed covid-19 control tests to be negative, he added.

As the country grapples with record unemployment in the wake of the coronavirus shutdown, President Trump signed an executive order Tuesday directing federal agencies to use emergency authorities to quickly identify regulations that can be rescinded or temporarily waived to spur job growth. 

The executive order includes a “Regulatory Bill of Rights,” putting the onus on rule-makers to be circumscribed and transparent in how they go about enforcing violations.

The “Regulatory Bill of Rights” contained in the executive order are listed below:

     (a)  The Government should bear the burden of proving an alleged violation of law; the subject of enforcement should not bear the burden of proving compliance.

     (b)  Administrative enforcement should be prompt and fair.

     (c)  Administrative adjudicators should be independent of enforcement staff.

     (d)  Consistent with any executive branch confidentiality interests, the Government should provide favorable relevant evidence in possession of the agency to the subject of an administrative enforcement action.

     (e)  All rules of evidence and procedure should be public, clear, and effective.

     (f)  Penalties should be proportionate, transparent, and imposed in adherence to consistent standards and only as authorized by law.

     (g)  Administrative enforcement should be free of improper Government coercion.

     (h)  Liability should be imposed only for violations of statutes or duly issued regulations, after notice and an opportunity to respond.

     (i)  Administrative enforcement should be free of unfair surprise.

     (j)  Agencies must be accountable for their administrative enforcement decisions.

BTW, Executive Orders by a Governor have the force of law, but only on State Departments and Employees of the State; it can not act as the force of law on the citizens of a State

Is this true foe every state, or on a state-by-state basis?

In most states, the legislatures have by law given governors a wide range of emergency powers that have the force of law.

But they do not override the Constitution, federal or state.

Jem.. I appreciate the tag. Til was one of my friends on FB but frankly I have lost tract of many of the screennames/real names of people. Til was not an active poster but did like something of mine now and then or write a short comment. Not so much that her posts would be prominent on my wall. But in looking at her wall, there were very few from her.. many to her from family. In the post Neets did, I have on my friends list all of the people she mentioned and several I can’t recall their screennames. I have always been terrible with names.

Jean would have been 90 next month. Her husband is still living and they are in Texas - near Waco. No service information at this point/private possibly
