The enemy within is always more dangerous. Foreign and domestic enemies present different dangers, but in this case they are both part of the same enemy so they are equally dangerous.

Each is a weapon of the other.

I wouldn't prioritize them until one is weaker than the other. It's my belief that China is neutered for the moment. Just in time to bring PAIN to our usual suspects.
