Lon Horiuchi, was the FBI sharpshooter, who blew Vicki Weaver's head off from half a mile away with a sniper rifle, while she was nursing her baby in her arms.
Vicki Weaver was the wife of "White Separatist Randy Weaver" who was (as far as I can make out) accused/entrapped by the FBI on illegal weapons charges, for supposedly cutting the barrel of one shotgun 1/2" too short (he claims they confiscated his cutting saws during the investiation so he couldn't prove the cutting marks were form someone else's blade).
I read once that the morning after Vicki was shot (and I presume her body was still rotting on the porch) the FBI psych unit blasted loudspeaker messages from speakers all around Randy's house, asking what he was having for breakfast and whether his wife was enjoying her breakfast too.
Oh yeah, they had also shot Randy's 14-year-old son in the back as he was running away from them.
You decide about someone
a) making this standard practice
b) defending it.

I remember the Randy Weaver and family/FBI stuff vividly. Subsequently, (ie recently) when Barr came into notice, I remember reading that his defense of Horouchi was more of a routine thing than a principled position. IOW someone on the DoJ is tasked with defense. I do not remember details but I did read all that I found and it seemed that Barr is not a black hat in this regard despite that. Even extremely good men sometimes lapse or have something in the line of duty they are tasked to do that is not pure as the driven snow.
So I would not call Barr a black hat. Just another not perfect human.
Can we say that Randy Weaver was just a separatist. I watched many documentaries on the subject the connection to the idealogy is flimsy at best. Dirty tactics by FBI and ATF. Same with Waco.
