I use to be able to recite that from memory when I was younger. He had a whole litany of great quotes -

“What has mood to do with it? You fight when the necessity arises—no matter the mood. Mood’s a thing for cattle or making love or playing the baliset.”

“If wishes were fishes we’d all cast nets.”

Frank Herbert was a great author, I would love to have heard his opinion on what we are facing now.
