To the best of my knowledge, she did not contract COVID-19.
Can’t answer the quarantine question - he didn’t know he was positive until some 8-10 days into his illness.
No health officials monitored her that I know of. I know that if it was my wife, I wouldn’t allow any tracking/monitoring. I’d run them off my property if they showed up.
The test he took was a “free” drive-up test offered at some testing location in nearby Jacksonville, FL (he lives a little south of there). I’ll have to inquire with him as to what processes were followed, or mandated (or not).
He is pretty conservative, and wouldn’t be inclined to support any kind of tracking (he’s even suggested leaving the phone at home if it’s being used to track people).
Don’t check with him.
I’m not conducting a proper scientif study.

Stay home, they will call with the results.
If the test is negative stay home for 14 days.
If the test is positive stay home 3 days after the last fever over 100 degrees and 7 days (not 14 for some reason) after the first symptoms appeared.
I stayed home for 14 days even though positive.
The county called a day after I had been notified and asked a few questions about where I may have got it and I could really only say either my sister in law that never got tested or a Walmart or gas station.
