The Navy's prediction assumes CV19 has only a one-day latency period and that all its tests are 100% accurate. The latency period is usually 10-14 days but can be as long as 28-30 and, AFAIK, the tests for CV19 are only about 80-85% accurate. There could be a lot of false negatives.

"At least 840 Sailors assigned to the USS Theodore Roosevelt had tested positive for the coronavirus, and the number could climb as a “small number” results at still pending, the Navy announced Thursday."
