TOR is an encrypted web client that can be used to access the web anonymously; however, it’s also believed, TOR is also compromised and used by both white hats & black hats to monitor unsuspecting users seeking to access the web “anonymously” ;)

Firs time on the thread in a couple of days so this may have already been answered, but TOR means The Onion Router. It’s a method to access the dark web, and also to anonymize your connection.
