What should I take from this low ratio? No one talks about this, but MANY are being tested while FEW are actually positive.
LA has more confirmed cases than CA.
How can that be?

The Minnesota Department of Health has reported 53 new positive tests for COVID-19, increasing the statewide total to 742 tests.
1 new death was reported, raising the statewide total to 18.
Between the Department of Health and private labs, 13814 tests have been conducted.
Since records, 138 cases have required hospitalization. Currently, 75 are hospitalized and 38 are in ICU. As of Wednesday, 54 were hospitalized and 27 were in ICU.

LA was one of the last places to start testing. South GA that is so hard hit had 41 cases in one hospital and no tests for a month. They are catching up now, but sheesh.
Back when the CDC was doing all the testing, they managed to test some people in some states and ignored others. Why is that?
Not sure where Worldometer is getting their FL data from. Dept of Health updated at 11:36AM and shows 128 deaths.
Also, Some governors had more pull with testing than others, obviously, same with celebs, sport stars, and politicians.
It wasnt until Pence stepped in that testing started being available across the board.

that didn’t include south FL numbers which were running late

The Oklahoma State Department of Health reported that as of Thursday, April 2, 879 Oklahomans have tested positive for the coronavirus and 34 people have died.
According to health officials, there are an additional four deaths:
Two in Tulsa County, a male in the 36-49 age group and a male older than 65.
One in Stephens County, a male older than 65.
One in Muskogee County, a male older than 65.

It’s meaningless because they can still catch the virus. What you look for is the saturation point or what people call BoomerRemover. When the medical system gets overwhelmed, they just let people die.
But you are not talking massive #’s of deaths and if you are not in a urban area, you have less chances of infection. For instance, new fatalities % in New York state from March 31 to Apr 1 = 43.16%
Not necessarily. Dougherty County, GA is rural and has one of the highest infection rates and fatality rates (per capita) in the world.
