Good that he is able to keep staff.
Hopefully, next round of stimulus has some payroll
incentives to help retain staff.
I think the Small business help will be significant, and
expect them to keep funding as needed.
My read of the small business loan language is that the business would not qualify for the loans if they laid off employees.
Many very small business with tight cash flow will not be able to survive long enough to go there—particularly entertainment, restaurant and some retail types of businesses.
