Yes, I think the Coast Guard may have some special powers, maybe in Nat’l Emergency, that other arms of military do not have. This is regarding ‘not’ going into martial law, as I recall. Will (re)post if I find.

Coast Guard and Marines are not subject to Posse Comitatus and hence *can* be used on US soil.

Here's another hint. In cases of Insurrection, Posse Comitatus goes out the window.

The Coast Guard is specifically exempt from the Posse Comitatus Act, as ammended, even when acting as a part of the Navy during wartime service.

This means that it retains its law enforcement powers and may make arrests of US persons (citizens & legal foreign nationals) where the Navy, Army, & Air Force would be barred from doing so. The Marines are a special case.
