The measures he declared won’t work. It will have almost 0% participation. If they really think it’s a problem, they will have to adopt stricter measures. Maybe requiring everyone entering to wear an ankle bracelet locater for 14 days. Or require them to stay in designated quarantine hotels.
But if you do that, people will freak out . . . .
