Went to my barber shop yesterday to get a haircut. Barber was there, but said he couldn’t cut my hair. Said he would be fined?

Why would he be hanging out in an empty barber shop?
Barbers will need to become “traveling” barbers - going to customers homes, or work only out of their own home - inviting their customers to make appointments to go to the barber’s house.
I had a hair cutter who quit work to have her kids and be home with them when they were young. She notified many of her customers that she would do business at her home, by appointment. Many of us took her up on that.
