That is what you posted “out beyond the trees”, and it got pulled???
That’s a deceptive headline (not your fault) because while he alluded to “soon” and clearly is thinking weeks rather than months, he didn’t say “3 weeks” specifically.
At first we had no testing data so making any kind of prediction was impossible. “You can draw any line in any direction from a single point”. Now that we have quite a lot of data the situation is much different and he can balance the economic cost against the potential loss of life. It may sound harsh and is guaranteed to send the press corps off too safe spaces grabbing their pearls with both hands, but that’s what Presidents do. Virtually every decision in war involves tradeoffs of life and death and this is war.
We also didn’t have any hope for medicines to treat or minimize the disease a week ago and now that seems quite likely, and could dramatically change the equation.
I would guess it will be sooner than 3 weeks, starting with least affected areas at the end of the 15 days.
I’m also wondering why pee lousey delayed things, stretching it out.
I’ll try to answer your first question.
Suppose there are two different camps in China: 1) One that wanted to release a really bad bio weapon to help bring down Trump/kill millions of Americans; 2) A second one that did not want this, pretended to go along with the first, and switched out the original bio weapon for a far less lethal and powerful, though still dangerous (because some people, even fairly healthy ones, get really sick in a bad flu season), one.

This may explain why Pelosi delayed sending impeachment to the Senate. Needed more time for the virus to spread. Then they assumed he would be ineffective at handling the heath crisis during the Senate trail.
Yes, it’s a little puzzling. All of us have been assuming the current Coronavirus crisis that we’re in the midst of is or will be kicking off the storm, and yet these new Q posts give no indication of that. It’s back to discussing Spygate, and suggesting that that will be the start. Of course that could be disinfo, but all in all, these new Q posts provide more questions than answers.

It should be obvious to most. 3 1/2+ years of gains with Prez Trump's brilliant economic policies wiped out in less than a month. A prominent China watcher, whose name escapes me, was saying just last week that this pandemic thing can be used effectively by China to help the vapid Biden and defeat the tough Donald Trump. The media elitist billionaires took China's side some years ago.
A year or so ago I predicted a globalist strategy like this, attacking the stock market, although I never imagined a pandemic in the plot. Whether this spread of disease is coincidental, the heralding of panic by the MSM proves that it is being used to destroy Trump.
