Como didn’t have to do much...he took control of other Governor states leadership so they would have to do what he wouldn’t. Rather like Turkey with the refugees he used to threaten the EU with. Either do what I want or I’ll let my people wander into your states, only he said it differently..
His state is broke.....this crisis will refill his coffers if he plays it right. Just like California.
