I think this nut is close to being cracked by some folks a lot smarter than me. It's my guess that the clock and the deltas are connected in some ways and mirrored in others. News unlocks the map, but we don't quite have the key or use the key. Some anon is going to have an "Ah Ha!" moment and figure it out.
