Two, Its a manufactured virus by the Red Chinese which has the high officials spooked.
I go for number 2. I think Trump and other countries leaders have been given evidence that it's a Chinese bio-weapon. Everyone is on board with implementing drastic measures to mitigate it. Other countries are wrecking their economies and they don't have an election featuring Trump.
