I think he has already done that. He was making it difficult for American companies to manufacture in China, blocking the theft of intellectual properties, etc. This is my singular opinion, but I think China has acceded to super power status at our expense - wholly financed by the US facilitated by traitorous politicians and entrepreneurs in order to access slave labor. Politicians like DiFi and NP have become multiple millionaires making it legal.
And, IMHO, China's position is not as stable as we are led to believe. DJT entered the picture just in time to rescue our security and at least somewhat dominance. China still presents a security threat; how we handle that relationship is the history of the world for the next decade.
