I think the problem in Italy is a large over 60 population, socialist healthcare that limits resources even with very skilled personnel and a dense population. Cultural behavior including lots of hugging, shared food serving is likely also a factor.

Much too soon for comparative studies. Socialist healthcare is in some ways made for a situation like this.
