Ack! Now I am obsessing, but here it is.

In the red-folder-to-green-folder video, the man with the folder is Rish Sunak, the new Chancellor of the Exchequer. Boris Johnson just appointed him last month. So the reporter is addressing him as “Chancellor”.

As it turns out, nobody was taking video of just the folder trick, but someone apparently pulled that clip out of a larger news piece.
