By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
It is the policy of the United States to take proactive measures to prepare for and respond to public health threats, including the public health emergency involving Coronavirus Disease 2019 (COVID-19), which was declared by the Secretary of Health and Human Services on February 4, 2020, pursuant to section 564 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 360bbb-3). We must ensure that our healthcare providers have full access to the products they need. On March 10, 2020, the Secretary of Health and Human Services took action by issuing a declaration pursuant to section 319F-3 of the Public Health Service Act (42 U.S.C. 247d-6d), which will help bring products necessary for addressing the epidemic to healthcare providers across the Nation. Unfortunately, at present, public health experts anticipate shortages in the supply of personal respiratory devices (respirators) available for use by healthcare workers in mitigating further transmission of COVID-19.
To help prevent the spread of COVID-19, the Secretary of Health and Human Services shall take all appropriate and necessary steps with respect to general use respirators to facilitate their emergency use by healthcare personnel in healthcare facilities and elsewhere, including under the authorities granted by section 319F-3 of the Public Health Service Act (42 U.S.C. 247d-6d) and section 564 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 360bbb-3). Additionally, the Secretary of Labor shall consider all appropriate and necessary steps to increase the availability of respirators.
The Secretary of Health and Human Services is authorized and directed to publish this memorandum in the Federal Register.

Standard P or N 95 masks will NOT protect against a virus. To protect against a virus, it is necessary to filter down to the 5 micron level - HEPA 12 or 13 being a good starting point.
If you have had pneumonia once ... I HIGHLY recommend getting the pneumonia vaccine. I had it 9 times before I found out about the vaccine. Have not had it since.
I think the tube into the lungs is referred to as a ventilator not a respirator. And some masks are referred to as respirators. Although the definitions I posted below are contradictory, in that Respirator is defined as a mask, but Ventilator is defined as a Respirator.

In bygone days we draped a cloth over a steaming teakettle and breathed in the steam to loosen up mucus. I'd advise using only distilled water, if available. Something to keep in mind if you ever need a nubulizer and can't get one.
if you are not already trained to deal with these illnesses its too late. Last thing we need is amateur hour. it takes years of training training to be a nurse and years beyond that to be a doctor
You can always use a vape device as a nebulizer. Just put your medicine in an empty cartridge and inhale.
You can also use a vape device just for steam if you have allergies or a bad cold. Just put distilled water in the cartridge.

They are referring to face mask high grade personal protective devices for clinical staff. PPE.
NIOSH N95 (and P95) masks are designed to remove 95 percent of 0.3 μm particles. Particles in the range of 0.2 to 0.3 μm happen to be the hardest to remove.
N99 is 99 percent. N100 is 99.97 percent. The "P" means it is rated for oils.
You will get leaks around the edges, so fitting the mask properly is essential.
If you want better, get a full face or partial respirator with HEPA cartridges.
