An emergency declaration allows codified powers to be applied as needed. FEMA etc. Reallocation of military supplies...tents...equipment...bases. It also provides legal basis for strident restriction of international travel and the quarantine of all legal entrants.
It won’t mean the end of the world as we know it.
But many will perceive it as such.
This is what they were hoping to avoid.
It’s about mitigation now. The Genie is out of the bottle, and perception is reality.
I am not totally convinced he will make that Emergency Declaration tonight—50-50 maybe...
Economic impact would be severe.
