Here in CT the counties have no power—everything is run by the state—and our governor has already proven he is a menace on CV—we have hundreds of people (in two hospitals) that should have been quarantined and tested but were not...

Something about clotting/thinning being a problem for pulmonary issues with the 1918 flu and possibly with this one too. IIRC it related to cytokine storm issues.

In a way it can be the opposite in Texas. With the right sheriff and health commissioner, they will go there own way regardless of the feds and state.
I dont expect that as much in the big city counties, like where I am, but they may be more proactive to some extent.

KANSAS CITY, Mo. A Johnson County woman admitted into the University of Kansas Hospital after testing “presumptive positive” for COVID-19 is “doing well,” health officials said on Monday.
Kansas Gov. Laura Kelly on Saturday announced the first case in the state is a woman under 50 years old who lives in Johnson County.
On Monday, Dr. Lee Norman, secretary of the Kansas Department of Health, said the same woman had been admitted into the University of Kansas Hospital.
