IMO, he needs to propose (and execute where possible) a massive program to repatriate pharmaceutical manufacturing. It is a mistake to act as if the U.S. can dodge the bullet, which potentially could leave millions ill with insufficient antibiotics to fight off the pneumonias (not to mention vaccines when developed). This program may not be able to solve the supply problem in a few months, but needs to get underway very visibly.
