If they are totally mechanical they would use the ten federal regions shown in the map in the middle of this page (the color map):

and would quarantine the country in ten parts.

If they are that mechanical that means they _really_ don’t care and are just going through the motions.

Your post reminds me of the secret meeting at military base in Kansas of the KS state legislature, bused to the base on unnamed military buses, no staff, no reporters on about January 14th. We still don't know what that was about, but seems to oddly coincide with China case load getting out of control.

IIRC, NE and another state had similar kinds of briefings.
