Probably because it’s NIH (not invented here) at the CDC.
I suspect some of the double talk is related to a shortage (or soon to be shortage) of some of the necessary reagents. Just a WAG though.

there’s a CV Task Force update ‘soon’ but I’m wondering, why would they resequence the virus? Were our test kits tuned to a different sequence? tighter indicators for the “L” strain? or “S” strain? or are they talking about sequencing the test elements themselves?
just seemed an odd line to throw out there without context
