I also wanted to add that I think this also is countering the Dem's use of "The Algerian Strategy" by cultivating crime, drug abuse at every level of our society. Dems use of The Algerian Strategy (inflate crime to overthrow the country) explains so much of the deterioration we'd seen. If you haven't read it yet, I post Carlos Osweda's info re the Algerian Strategy below from a prior FR post.
