I think I read something similar early on too. Also, I read some kind of connection with Japan, they used the same source. Japan looks like they are having similar problems and people are complaining about the lack of testing.
Saipem keeping 2,000 workers at home due to deadly coronavirus

Italian oil and gas contractor Saipem has confirmed that more than 2,000 staff are working from home due to the coronavirus.
Around 2,196 employees, many whom are based in the firms headquarters in Milan, are under what Saipem called smart working.

Interesting. I could definitely see the Japanese falling into that same sort of situational trap.
