I’ve seen images like the one at the links below but on Youtube. There are reasons given (ink spill, pollution) but I don’t remember the sheer volume of “ink spills
“ and “pollution” that I’ve seen over the past two years.

Attorney General Becerra Updates Congress on California Consumer Privacy Act, Urges Expansion with Future Legislation

ransomnote
I believe this act is meant to protect illegal immigrants. Note the act applies to California consumers, not Californians or citizens. This would, for example, enable them to erase public charge history (or has permitted it already). It’s currently state law but Becerra wants it to become federal law.

CCPA grants California consumers robust data privacy rights and control over their personal information including the right to know, the right to delete, the right to opt-out of sale, and additional protections for minors. The Attorney Generals enforcement of the law will begin following promulgation of final regulations.
In the letter, Attorney General Becerra urged Congress to provide consumers with new rights under federal law:
The right to access, correct, and delete personal data that has been collected;
The right to minimize data collection, processing, and retention;
The right to data portability among services; and
The right to know what data is collected and processed and for what reasons.
A copy of the letter can be found here. Information about CCPA can be found at oag.ca.gov/ccpa.

(A river runs red..)
comments on the photo;
“Oh sure, when moses does it it’s a miracle. When I do it, it’s an “ecological disaster” and a “Non-biblical” event. Those haters.”
“lets be fair to The Moz, the Egyptians probably didn’t use the word “miracle” to describe the plagues”
Although I live within miles of the (naturally orange, "red" dirt-muddy) Red River in TX, AR & LA, I totally missed those "blood-red" rivers!.
For some reason, they bring to mind the beautiful Animas River in Colorado --that turned yellow after the EPA dumped tons of toxic mine tailings into it:
Back in my consulting days, I had a small, old New England yarn-dyeing company as a client. They were known locally for several "colorful 'oopsies'" like the ones depicted (but, not, always red ones...)
IOW, I see the hand of Man -- not the hand of God -- in those images...

My guess as to the increased frequency of such images: 'most everyone nowadays has a phone -- and most phones have cameras...
