Hal claimed that there were 1000 actual cases that were being concealed. That link doesn’t say anything about near that many active cases—it just tells the large amount of self quarantined.
In the past, Hal has claimed things which later turned out to be false, so I always like to see a second source about anything he reports-otherwise huge grains of salt.
