Logan Act?

I seem to remember something about Gen. Flynn violating the Logan Act as a reason for initially going after Flynn-and all he was doing was his job contacting people regarding setting up future meetings or something.
Later John Kerry was meeting with Foreigners, and Dems said that’s ok—he’s entitled to meet with friends he made while in the government. Spit.
The Dem talking points on the Logan Act consist of
1. Its an old law
2. It is rarely used
4. If it was used it would be unconstitutional
sounds to me like the equivalent of “Everything about Bidens has been debunked.
