There MAY be 2 things at play here:
1. DC is solely Federal jurisdiction, so Federal crimes can be tried in Federal court. Either side can petition for change of venue within the Federal Court system; and,
2. For national security concerns, most Federal documents (email, text, etc.) go thru servers housed in other states (classification violations *coughHillarycough* can be tried in those venues if desired).

Thanks for that. Can they be originally filed in those other venues or would a DC Judge have to agree?
