I think that’s exaggerating. I only commented that the OMB s/h communications with WH before putting out the budget. I worked with budgets all my life, approving department budgets, reviewing government budgets for labor negotiations, and doing my own budget. And details are put in there by the people making the budget, not the big picture people.
The first thing to remember about government budgets that I don’t think Forbes pointed out, is a “cut” isn’t a cut at all, just a lowering of increase. Because they don’t do zero based budgeting.
The problem I have with this coming out in an election year is, so many people that don’t understand anything but “they’re going to cut YOUR SS and Medicare” will not “hear” anything else.

When Jerome Powell started his testimony today, the Dow was up 125, & heading higher. As he spoke it drifted steadily downward, as usual, and is now at -15. Germany & other countries get paid to borrow money. We are more prime, but Fed Rate is too high, Dollar tough on exports.
