His FDA implemented a new law after Congress failed to pass it...mentions “Under the new rules, refills without a new prescription would be forbidden, as would faxed prescriptions and those called in by phone.”

In PA, controlled substances may be dispensed ONLY by faxed prescription. New, starting end 2019. https://www.health.pa.gov/topics/programs/Pages/Electronic%20Prescribing.aspx

In Mo. 2010, my local health center required a new prescription for pain meds or sleeping meds, and the patient had to come in to pick it up. No renewal by phone or fax-that was for pain killers and sleep meds-not all Rx.

We all raised a rucus, but the only change they could make was to have the patient sign an authorization designating who could pick up their script. Now, the Dr. and Pharmacy work out renewal, and scripts don’t have to be picked up.
