I think cremation is usual among traditionally Buddhist Chinese; and in Chinese metropolitan areas, because there isn’t a lot of space for graveyards.
In this instance, I think cremation makes sense - whatever other, ulterior motives the government may have.

They also mentioned the timing of funerals, as in must get it done in 3 days. I think they are focused on the logistics and resources that are going to be necessary to dispose of the dead.
