It looks like a 4chan type of post. Not sure. There is a site called AboveTopsecret but that is not their layout. I think that is the site people swear is owned or involves the CIA.
I saw it on another conspiracy site. Godlikeproductions. I think they linked it to twitter but don’t remember.
