So a person says
Hey Doc, I have a cough and some congestion.
No fever.
Contagious or not?
I don’t think you can say with certainty that the person isn’t contagious. Too much is unknown.
The doc will think he has the flu or a cold
Unless he asks did you fly on a plane with some chinese people.
Then he might rethink it.
In the meantime, Good Ole Doc just caught the virus.
People infected with the Coronavirus can have absolutely no symptoms from 2-5 days. During that time they are contagious.

Yes too much is unknown and i am certainly not an expert. But I do know that those viruses cause fever and aches along with cough. Maybe not always, but usually. If it only causes cough in a large number of cases, then it is not a particularly lethal virus at that point. I put the caveat in bold. but I have not seen any evidence there is a two phase process of benign infection followed by lethal infection.
