Having driven from Sydney to Melbourne via Canberra, I wouldn't read very much into this. Outside of the towns and cities, the Aussies have some very serious EMPTY.

Given the number of set fires, it is more likely the correlation is because that is where the roads are. You have to be able to get to a place to start a fire there. The Brisbane-Sydney-Canberra-Melbourne-Adelaide corridor has ~60% of the country's population.
