I could make a case that Bin Laden was a murder, because he was no longer a threat, and it was for retribution.
Soleimani, was still very much a threat.

The first “shots” of Iraq War II was an air strike on a Hussein hideout site. So what was Qaddafi? Clinton pretty much said as much that SHE was responsible for the removal i.e. assassination of a country’s leader. Obama,Clinton and McCain tried with Assad.
