This is my version of 'small missile'. (FGM-148 Javelin)

I guess it depends on perspective.

Well, you do have to Schlep those tiny things around on your back.

A Harpoon has a diameter of 13.5 inches and a warhead of 488 lbs. It weighs 1,523 lbs w/ booster, at launch time.

A Tomahawk has a diameter of 20 inches and a conventional warhead of 1,000 lbs. It weighs 3,500 lbs w/ booster, at launch time.

So, yea, a Harpoon is pretty small to us.

Harpoons have come a long way since I was a boy. Here is an early version.
