GE, we agree on more than just the broad strokes. Any discrepancy is likely caused by my failure to proofread my own writing (gets me in trouble every time).
The sentence “Congress “gives” citizenship.” didn’t make the trip in copy/paste. The paragraph should have started as follows:

Congress can only “give” citizenship to immigrants —they do not have the power to define NBC. That is a definition that would require a constitutional amendment.
Congress can certainly begin the amendment process, but the states have to ratify. To me, an amendment is the only acceptable way.
Not some judicial ruling from black robed tyrants. And certainly not from some congressional statute. Or some State Department Document regarding procedures for issuing birth certificates to US parents overseas.
