ProMIS (Prosecutor's Management Information System) was contracted by Reagan's DOJ to "Follow the Money" for terrorists and drug runners. It was data warehousing before data warehousing was a thing. It took all the independently-developed databases from the alphabet soup agencies and piled it all into a single data source. All the separate systems could not communicate with one another which was huge issue in investigations.

James Hamilton and his company INSLAW was contracted to build the massive system. The publically stated goals of the software were to electronically trace the history of financial transactions, travel arrangements, electronic communications, etc to find patterns and correlations to connect relationships between those committing treason (espionage), dealing with arms, and trafficking drugs.

According to the story-line, NSA peddled a special version of the software that allowed the NSA to break into financial accounts. Their interest was not in stealing money, but to obtain information. I wish Grabbe was still alive, he would be a huge asset in today's Q world. By the way, 60 minutes interviewed Grabbe and edited it to make him appear like a nut rather than the genius he was. Grabbe also owned a software company named Kalliste. I forget the nature of its product and I'm not sure if that is related to any of the businesses with the same name that are out there currently.
