I think it’s probably more the other way around (i.e. CIA is a globalist operation doing the bidding of the elites like Soros and others). The CIA (and MOSSAD, MI5, etc.) are the soldiers of the cabal and take marching orders from them. Undoubtedly what you say about Soros laundering foreign aid money is true. Q has asked the question many times, ‘Do you think Soros uses his own money to fund his operations?’. The obvious answer is - no.

But even more than foreign aid laundering, the globalist puppet masters like Soros use inside knowledge of the stock market, etc. to always come out on top. The people at the highest levels - Soros, Rotschilds, etc. - literally control the world’s money. They can manipulate the markets almost at will - although that’s starting to change. The final stage of the storm will be the freeing of the people’s money from the control of the Fed and other global financial institutions, which have stolen what is rightfully ours. The Constitution gave Congress the power:

To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;

That was ceded to the Fed, a regulated but nonetheless private bank, in 1913. We need to take back the power that was given to the people by the framers but which was taken away from them by the Fed.
