Maybe only American cities? NYC not on the list either.
Probably because the elected officials aren’t cooperative in Chicago.
That must be Barr's way of saying that Chicago can just go to h***.
Or St. Louis.
That was my opinion, along with New Orleans, but I checked and the listed 7 are in USA Todays top 10. Chicago and NOLA are on the list, but higher up (19 and 21 I think).
