Interesting tidbit:
Glen Simpson and Jonathan Winer declined the requested voluntary interviews. OIG has no power to subpoena, so could not compel their testimony.
Baker and Comey declined to have their security clearance reinstated. Therefore OIG could not show them classified documents to assist in their recollection of relevant data.
