The article is heavy on whats happening, but scant on why, leaving me skeptical. So called environmental science consists mostly of conclusions that promote fear, that just demand acceptance on their face. Less hysteria and more facts would enhance credibility.

Since fertilizer runoff into lakes allegedly creates algae bloom, simply dump tons of fertilizer into the oxygen low areas of the ocean. The fertilizer will cause the rapid growth of algae which will in turn absorb atmospheric CO2 which in turn will create more oxygen.
Multiple problems solved.....

Not gonna click on the link. Just tell me whether or not the story quantifies what the losses consists of. Parts-per-million, percentages, something.
Serves the oceans right, anyway. As I understand it, the oceans are the greatest cause of carbon dioxide on this planet. Even more than Jerry Nadler.
