A Presidential Directive would indicate that the actions certain people have taken and/or are about to take, are done as a directive on behalf of the President, who deems those actions to be in the interest of the US.

Such a document could cover lots of people's nefarious activities, and if they did not continue such activities into PDJT's term, they probably never would be prosecuted.

So no, they're not quite like pardons and can pertain to future actions, as generally would necessarily be described in such a Presidential Directive.

The onus of responsibility would lie with the president, and of course, going after a president legally or via impeachment is not easy. Note: Barry could still be impeached. He could also be convicted of treason.
