Not sure about Presidential Directives, but probably there were Presidential Pardons. You can’t pardon someone for a future crime, only for past crimes. So your idea applies.

There is no evidence that any secret presidential pardons were issued, and some thought that pardons cannot be secret, they must be legally entered someplace. So any possible pardons issued by 0bola are speculative until evidence is found that supports them.
