Foreign nations offer US officers jobs all the time.
I knew one such, a Captain in a specialized field. They offered him the equivalent rank and pay of a US Colonel, plus command of his own battalion. It was a genuine offer from the “second family” of that country, wired in with their military.
Another one was an engineer Captain who was picked up for a lot of money after he left the army by the Saudis. He quit after six months from boredom because they couldn’t think of anything they wanted him to do.
He later almost went to work building a road in the Amazon, hired by Brazil, but then by sheer luck he met the guy he was replacing in a bar, and heard the horror stories of the job, so he turned it down.
The bottom line is that many other nations see US personnel as a talent pool, albeit a high priced one.
